Change categories
Every row in degisiklikler (kategori) and every notice in ilanlar (degisiklik_kategorisi) falls into a fixed category. The rule reads the text and is fixed: closure first, then status, then type. The set only grows by addition; existing names never change.

Filtering
Comma-separated kategoriler= on change and notice endpoints. An unknown category returns 400 gecersiz_kategori with gecerli_kategoriler in the body. Webhooks subscribe to the same set.
